This problem is addressed in PRISMA 2009, PRISMA 2020, AMSTAR 1, AMSTAR 2 and MECIR. Systematic reviews should register their review question and document their proposed methods before commencing the review. Ideally this would be done using systematic review registries such as PROSPERO, the Open Science Framework, or protocols.io. There is a dedicated PRISMA extension for reporting in systematic review protocols.
